Withdraw Withheld Authority

The designated authority on a Token-2022 mint with the transfer fee extension that can harvest accumulated withheld fees from recipient token accounts. When transfer fees are collected, they remain frozen within each recipient's token account until the withdraw withheld authority invokes either WithdrawWithheldTokensFromAccounts (harvest from specific accounts) or HarvestWithheldTokensToMint (move fees to the mint, then withdraw). This two-step design allows fees to be efficiently batch-collected and supports permissionless harvesting to the mint by any party.
