Mint Close Authority Extension

A Token-2022 extension that allows a designated authority to close a mint account and reclaim its rent-exempt lamports. In the original SPL Token program, mint accounts can never be closed once created. This extension is useful for ephemeral tokens, one-time-use NFTs, or cleaning up mints with zero supply. The close authority must be set at mint initialization.
